Ditsobotla: Protect ability of municipal end-users to declare disputes

Urgent application to prevent the disconnection of electricity to members of the Ditsobotla Services Association, where members have declared disputes. The purpose of the application was to protect municipal users from being penalised where they have declared valid disputes about service delivery.
